BIS Rescinds Firearms Export Rule, Lifting Major Burden on U.S. Industry

The original rule had imposed new export license requirements on firearms, ammunition and components, restrictions that American manufacturers estimated were costing the industry hundreds of millions of dollars annually in lost international sales.

Following extensive feedback from industry stakeholders, BIS has now reversed course, removing the Firearms IFR in its entirety (except for maintaining the updated Export Control Classification Numbers). The final rule also eliminates the Congressional notification requirement for certain semi-automatic firearm export licenses.

By restoring export controls to their previous framework, last in place at the end of the first Trump Administration, this move is being seen as a major step toward reducing regulatory burdens and strengthening the competitiveness of U.S. firearm exporters.
